The main objective of the International Civil Aviation Organisation (ICAO) which was created with the signing of the Convention on International Civil Aviation at Chicago on 7 December 1944, is to ensure safe, regular, efficient, and economical air transport. Its main tool towards this goal is a comprehensive series of international rules (standards and recommended practices) which member states agree to follow. All of the standards and recommended practices are periodically reviewed and revised, as necessary, to keep abreast with technological and other developments affecting the aviation industry.

ICAO remains available to its 35 member States in the Asia-Pacific for operational advice and technical co-operation in all areas of civil aviation operations including flight safety, institution building and human resource development. ICAO’s assistance to the Department of Aviation in Thailand during 2000 was directed towards development of its regulatory capacity and personnel training. A Co-operative Development of Operational Safety and Continuing Airworthiness Project in Southeast Asia (COSCAP-SEA) was also launched to enhance flight safety and operational efficiency.  The regional project will be located in the Department of Aviation of Thailand. Concerted efforts are being made through extensive discussion with civil aviation organisations in Thailand to prepare a Strategic Human Resource Development Plan for civil aviation organisations in Thailand and undertake appropriate training interventions.

ACTIVITY

RESULT

Assistance to the Department of Aviation in development of its regulatory capacity.

  • On-the-Job-training for civil aviation officials to promote regulatory capability.
  • Decision to launch Co-operative Development of Operational Safety and Continuing Airworthiness Project in Southeast Asia (COSCAP-SEA) to enhance flight safety and operational efficiency which will be located in the Department of Aviation, Bangkok, Thailand.
  • Initiation of efforts to prepare Strategic Human Resource Development Plan, with appropriate training.

Assisted in strengthening the capacity of the Department and enhancing flight safety in Thailand and adjoining countries of Southeast Asia.
